Citation text line OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that the employees were exposed to electrical hazards. a) At the calf barn, on or about 8/24/2018: A light switch used to power calf feed distribution was not installed according to listing and labeling, as it was held by zip tie, connected with romex, lacked a cover plate and had unused openings, exposing the worker to live parts. b) At the calf barn, on or about 8/24/2019: A metal box used as an electrical panel board was not installed in a workman's manner nor in accordance to listing and labeling as it was not marked to indicate its purpose, it lacked a dead-front, had fexible cords (romex) in place of conduit, did not have an identifiable ground, breakers lacked markings and proper placing within the box, while exposing the worker to live parts. Amongst other feasible means of abatement: To abate the hazards appropriately install electrical equipment according to listing and label, enclose energized parts, properly install and connect conduit, cover unused openings, ensure strain relief at the cord end, utilize identifiable boxes and brakers to comply with the National Electrical Code 70E, 2015, Article 245, which states that cover plates and cords shall be maintained, such that there are no missing cover plates, nor damage exposing live parts.

Acceptable abatement methods to correct these hazardous conditions include compliance with: a) ANSI B7.1-1978 - Safety Requirements for the use, care, and protection of abrasive wheels, Section(s) 9.13, which states that the work rest shall be adjusted such that the gap between the work rest and the grinding face of the abrasive wheel shall not exceed 1/8 inch, and a tongue guard shall be installed.

Among other feasible and acceptable means of abatement: To abate the hazard, comply with Penn State College of Agricultural Sciences Cooperate Extension: "Horizontal Silo Safety, E49 (2007) and University of Minnesota Department of Animal Science Dairy Initiatives Newsletter: "Safety in Silage Bunker Silos and Piles" Volume 10 Issue 1 (2001), which lists the following policies to eliminate exposure to falls from silage edges: - Prohibit workers from standing and/or working directly on top of exposed side edges (sidewalls) of the concrete bunker - Maximize distance from exposed side edges of the sidewalls during covering and weight placement.
