Citation text line OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which was free from collapse of the building that could cause or likely to cause death or serious physical harm to employees. IN THE ALTRENATIVE 29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s). a) A competent person did not conduct inspection of the demolition operations and the building when brick walls, wood and other building materials were removed and stored on the 5th floor of the building. Materials such as but not limited bricks, concrete, wall sections and other building materials were piled on the floor next to the walls (rear wall and east wall) and the rear section of the 5th floor pancaked collapsed the floors to the basement. Location: 27 W 38th Street, New York, N.Y. On or about 10/30/2015 Among other methods, feasible means to abate the hazard include: Comply with ANSI/ASSE A10.6-2006 standard Safety and Health Program Requirements for Demolition Operations par 5.1 which states: During demolition, inspections by a competent person shall be made as work progresses to detect hazards resulting from weakened or deteriorated floors, walls or loosened material. No worker shall be permitted to work where such hazards exist until they are corrected by shoring, bracing or other effective means:
