Citation text line 29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) On or about 5/08/17, at the front of a house at 7201 Pendale Drive, Pendleton, NY: Employees used an eight foot stepladder to access and exit a narrow aluminum pik on a ladder jack scaffold that was approx. 8 ft. above the ground. The side rails of that ladder only extended approx. 7 inches above top of the pik. Additionally, an employee used the top step of the stepladder when climbing and descending the ladder. NO ABATEMENT CERTIFICATION REQUIRED
