Citation text line 29 CFR 1926.451(e)(8): Direct access to or from another surface was used when the scaffold was more than 14 inches (36 cm) horizontally and/or 24 inches (61 cm) vertically from the other surface: a) At the jobsite, on or about 9/4/12: An employee stepped into a second floor window from the top rail of a scissor lift which was approximately 15 feet from ground. The employee stepped onto the rough sill opening which was approximately 6 inches wide and down inside the second floor of the building, which was approximately 32 inches to the lower level. b) At the jobsite, on or about 9/4/12: An employee stepped from a second floor window to the top rail of a scissor lift, approximately 15 feet from ground, and then down to the floor surface of the scissor lift, approximately 39 inches to that lower level. After retreiving an object on the scissor lift, the employee then climbed onto the top rail of the scissor lift and stepped across to the rough sill opening which was approximately 6 inches wide and down inside the second floor of the building, which was approximately 32 inches to the lower level.
