OSHA air sampling showed an employee exposed to Hexavalent Chromium at an 8 hour time weighted average of 8 micrograms per cubic meter of air, 1.6 times the OSHA Permissible Exposure Limit. Sampling was performed for a period of 315 minutes. Zero exposure was calculated for the 165 minutes not sampled. b) In the Paint Hangar/Bay 6, on or about 6/26/14: An employee who performed spraying of Sherwin Williams High Solid Corrosion Resistant Epoxy Primer onto an aircraft was exposed to airborne concentrations of Hexavalent Chromium which exceeded the Permissible Exposure Limit. OSHA air sampling showed an employee exposed to Hexavalent Chromium at an 8 hour time weighted average of 133.9 micrograms per cubic meter of air, 26.78 times the OSHA Permissible Exposure Limit. Sampling was performed for a period of 61 minutes. Zero exposure was calculated for the 419 minutes not sampled. Abatement certification must be submitted for this item. |

29 CFR 1910.1026(f)(1)(ii): Painting of aircraft or large aircraft parts was performed; however, the employer did not use feasible engineering and work practice controls to reduce and maintain employee exposures to chromium (VI) to or below 25 micrograms per cubic meter of air: a) In the Paint Hangar/Bay 6, on or about 6/26/14: Employees sprayed Sherwin Williams High Solid Corrosion Resistant Epoxy Primer on aircrafts. OSHA air sampling showed an employee exposed to an 8 hour time weighted average of hexavalent chromium at 133.9 micrograms per cubic meter of air. The employer did not implement engineering or work practice controls to reduce employee exposure levels below 25 micrograms per cubic meter of air. ABATEMENT WILL BE MULTI-STEP AS FOLLOWS: Step 1: Effective respiratory protection which complies with 29 CFR 1910.134 to include fit testing, medical evaluations, and training shall be provided and used by exposed employee(s) as an interim protective measure until feasible engineering and/or administrative controls can be implemented, or whenever such controls fail to reduce employee exposure to within permissible exposure limits: (30 days) Step 2: Submit to the Area Director a written detailed plan of abatement outlining a schedule for the implementation of engineering and/or administrative measures to control employee exposure to hazardous substances as referenced in this citation. This plan shall include, at a minimum, target dates for the following actions which must be consistent with the abatement dates required by this citation: (60 days) (1) Evaluation of engineering/administrative control options. Options include but are not limited to placing a cover over the opening which powders are poured into to reduce the amount of particulate which becomes airborne, or implementing local ventilation at the point of operation to capture airborne particulate which is generated during pouring of powders. (2) Evaluation to be conducted by a qualified person such as a certified industrial hygienist and/or licensed mechanical professional engineer. (3) Selection of optimum control methods and completion of design. (4) Procurement, installation and operation of selected control measures. (5) Testing and acceptance or modification/redesign of control measures. Step 3: Abatement shall have been completed by the implementation of feasible, engineering and/or administrative controls upon verification of their effectiveness in achieving compliance. (180 days) |
