Citation text line 29 CFR 1926.850(a): An engineering survey was not performed by a competent person to determine the conditions of the framing floors and walls and the possibility of unplanned collapse of any portion of the structure prior to permitting employees to start demolition operations: a) Worksite - On or prior to November 21, 2016, employees were exposed to fall and struck-by collapse hazards due to working on top of a roof and within a structure that was in a poor deteriorated condition with interior parts of the building that had already collapsed. There was approximately 20 to 30 years of water damage due to the chimney and skylight areas leaking water. The employer did not have an engineering survey performed by a competent person prior to starting demolition operations.
