Citation text line 29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) Jobsite at 6 Delaware Ave, Cohoes, NY - A ladder used to access an upper landing surface for the construction of a parking garage only extended approximately 1 foot above the landing surface and not the required 3 feet. Employees of a subcontractor were using this ladder to access finishing operations with respect to concrete that had just been poured.
