The ladder side rails extended less than two foot above the upper landing surface, was not secured and did not have a grasping device to assist employees while mounting and dismounting the ladder. The employee was exposed to the hazard of falling approximately 8 ft. to the ground below. ABATEMENT VERIFICATION IS NOT REQUIRED PURSUANT TO 29 CFR 1903.19.
